About STAIRs?

STAIRs stands for Social Tenants Access to Information Requirement scheme. It is a new standard introduced by the UK Government to enhance transparency for customers and residents of social housing providers, such as Maynard.

The government requires that all housing providers introduce a STAIRs Publication Scheme before October 2026. Ours is provided below. It will be updated and enhanced as more guidance and requirements about the scheme’s contents are provided by government.

STAIRs Publication Scheme

Most of the information that we are required to publish under STAIRs is already available on our website. To make things easy, we’ve organised the information using the STAIRs categories below, including links to relevant pages on our website.

Governance and Decision-Making
  • Our Structure: Who is responsible for what within Maynard. See committee/management structure and who makes decisions.
  • General Meetings: What decisions have members made at AGMs and general meetings. Agendas, minutes and voting results demonstrate that members have a say in important decisions.
  • Co-op Rules: What are the formal rules that Maynard has to operate under. The signed Rules are effectively the Co-op’s constitution.
  • Strategic Vision: Where is Maynard going and what does it want to achieve? The Business Plan demonstrates the Co-op has considered its future rather than simply dealing with day-to-day issues.

• Maintenance Programs: What maintenance and improvement work is planned.
• Asset Management Strategy: How will Maynard look after and invest in its homes over the long term.
• Sustainability & Energy: How is Maynard dealing with energy efficiency and environmental issues.

Complaints, Redress, and Information Requests
  • Complaints Procedure: How can a resident complain and what happens after they complain.
  • Ombudsman Compliance: Is Maynard following the Housing Ombudsman requirements for handling complaints.
  • STAIRs Request Transparency: How many requests for information has Maynard received and how has it responded.
Lists and Registers
  • Asset Profile Summary: What types of homes does Maynard own/manage and roughly how old are they?
  • Public Registers: What statutory information is available through the relevant regulatory/public registers?
  • Registers of gifts and hospitality: Have committee members been offered gifts or hospitality that could influence, or appear to influence, decisions. Register of gifts and hospitality
  • Registers of interests: Logs detailing personal, financial, or business interests declared by committee members to manage conflicts
  • Asset and property registers: What properties, homes and other assets does Maynard own?

Information Requests

The second element of the STAIRS scheme is that the government requires that all housing providers implement processes to respond to information requests from their tenants by April 2027. Maynard is currently developing these processes and will publicise them when they are introduced.

This scheme is maintained and updated by Maynard Cooperative Housing Association Management Committee. We plan to review all public links quarterly to ensure information remains accurate and accessible.
